Illicit Discharge Detection and Elimination (IDDE) 
The City of Florence Illicit Discharge Detection and Elimination (IDDE) program has been implemented to identify, monitor, trace and inspect illicit discharges to stormwater drains, ditches, creeks, etc.
Anything you put it a storm drain ends up in a creek, river or water body — where you swim and fish.
Storm drains collect rainwater from driveways, roads and yards and directly transports to streams. The stormwater DOES NOT go to a treatment plant and get treated before it is discharged, unlike sanitary sewer water, which is treated to fishable/swimmable quality before discharging into the environment.
During and after rainstorms, pollutants on the surface are washed into our storm sewers. These storm sewers carry rainwater, along with pollutants, into streams and rivers. Pollutants DEGRADE our water quality and are harmful to humans and the environment.
