Third Penny Sales Tax Project

In 2020 the residents of Florence County voted to approve the Third Penny Sales Tax Program. Building on the success of the Second Penny program in delivering new paving and corridor enhancements, we wanted the Third Penny program to more effectively identify and prioritize the total benefit of this investment for the community.

Specifically, we envisioned a decision-making matrix that considers additional factors, other than road conditions, to create an equitable plan for improvements. Using pavement conditions as a baseline, we partnered pavement conditions with community factors such as proximity to trails and transit, geographic dispersion, and other community and infrastructure needs.
