Personnel Department
The Personnel Department is responsible for the administration, coordination, and evaluation of the following operations:
- Personnel Administration
- Risk Management and Loss Control
- Emergency/Disaster Preparedness
The Personnel Administrative functions are employee-employer based. Recognizing the need to ensure the effective application and administration of federal, state, and local ordinances, along with City operation procedures, the Personnel Administrative functions serve as the cornerstone in the engineering and management of regulatory issues. In addition, all programs, policies, and events that impact the employee-employer relationship are coordinated through the Personnel Department which includes but is not limited to: recruitment, employee assessment, personnel service accounts, fringe benefits, employee support programs, research and analytical analysis studies, employee records management system, payroll issues, pay and classification plans, employee assistance programs, along with numerous employee relations activities.
The Risk Management and Loss Control functions are critical to the organization in respect to the minimizing of potential claims against the City, mitigating injuries to employees and citizens through preventative rick management, coordinating liability claims filed against the City, maintaining insurance liability accounts and expenditures, developing and coordinating all employee safety functions, investigating and developing a fact finding report on all liability claims filed, coordinating the processing of all claims with carrier and/or external agencies, conducting loss prevention analysis studies, and effectively managing all resources to ensure compliance with federal, state, and local regulations.
The City of Florence Emergency Preparedness Plan is coordinated through the Personnel Department. The City’s program mirrors the plan developed through the Florence County Emergency Preparedness Department. The Personnel Department maintains and coordinates all activities applicable to the City’s Emergency Operations Center, emergency staff assignment, record keeping, association with outside agencies (Mutual Aid Agreements) and other support services, and provides an employee/family support program.
