V. PUBLIC HEARING
A public hearing will be held to
solicit public input on the proposed use of the
Local Law
Enforcement Block Grant (LLEBG) funds.
VI. SPECIAL RECOGNITION
Mrs. Debi Ratliffe - Was recognized by Keep South
Carolina Beautiful as the board member of the year for the
State of South Carolina through her work with Keep Florence
Beautiful.
VII. APPEARANCE BEFORE COUNCIL
a. Mr. Kevin Barth, Owner of the Florence
RedWolves, would like to give a report on the improvements
made at the ballfield and an end of season
report.
b. Valencia S. Brewington - SC DHEC - to
discuss a grant received by DHEC on the Turning Point
Initiative and the Mobilizing for Action through Planning
and Partnerships (MAPP).
c. Councilman Robinson, a representative from
the NAACP, a representative from Carolina Alliance for Fair
Employment, and witnesses from the community, to speak on
issues relating to police profiling

a. Bill No. 2003-36 - Second Reading
A Series Ordinance making provision
for the terms and conditions of
a combined Waterworks and Sewerage System Revenue Bond of
the City
of Florence, South Carolina, authorized by a Bond Ordinance
of the City
of Florence adopted October 24, 1989.
b. Bill No. 2003-40 - Second
Reading
An Ordinance to rezone property owned by Mr. Steve
Hondros Etal Trustees located in the 400 Block of Second
Loop Road by amending the Zoning Atlas of the City of
Florence.
c. Bill No. 2003-41 - Second
Reading
An Ordinance to rezone
property owned by Westminister Presbyterian Church
located at 2301 Second Loop Road by amending the Zoning
Atlas of the
City of Florence.
d. Bill No. 2003-42 - Second Reading
An Ordinance to rezone property owned by Tommy Mourounas
located at 2405 and 2415 Second Loop Road by amending the
Zoning Atlas of the City of Florence.
e. Bill No. 2003-43 - Second Reading
An Ordinance establishing
as surplus and approving the conveyance by the
City of Florence, of property located immediately east and
across the 301
By-Pass from the Freedom Florence Recreational Complex
containing approximately 8,030 square feet.

budget for the City of Florence, South
Carolina, for
the fiscal year beginning July 1, 2003, and ending June 30,
2004.
b. Bill No. 2003-45 - First
Reading
An Ordinance amending
Chapter 20, Article II, Division 1, Division 2,
and Division 3 of the City of Florence, South Carolina Code
of Ordinances pertaining to Taxicabs Licenses and Permits,
and
adding Article IV to Chapter 20 to provide for the
regulation of
limousine services.
c. Bill No. 2003-46 - First Reading
An Ordinance to rename
Glory Drive to Senior Way.

b. A report on the request for funding of the
Master Plan for the Florence Stockade.
c. CRS Annual Report - An update of the City’s
Flood Plain Management Plan.
d. A report on extending gravity sewer along

commercial property.
